Where does South Florida’s tap water actually come from?

South Florida tap water comes from three sources: the shallow Biscayne Aquifer that runs under most of Miami-Dade and Broward, the deeper Floridan Aquifer that supplies Jupiter, parts of Davie, and Wellington through reverse osmosis, and Clear Lake surface water, used only by West Palm Beach.

Which South Florida cities have the worst PFAS in their tap water?

Miami Beach distribution recorded the highest PFOS at 38 parts per trillion, NMB Water (Aventura, Sunny Isles) posted the highest combined PFAS Hazard Index at 2.5, and Miami-Dade WASD measured 33 ppt PFOS plus 13 ppt PFOA. Ocean Ridge (served by Boynton Beach) sits at 26 ppt PFOS, more than six times the new EPA limit. Jupiter, Davie, and Seacoast Utility Authority all posted non-detect.

The EPA’s new National Primary Drinking Water Regulation for PFAS, finalized April 2024, sets a Maximum Contaminant Level of 4 parts per trillion for PFOS and PFOA individually. Utilities have until 2029 to comply.

Several South Florida utilities are nowhere near compliant today. Miami Beach distribution at 38 ppt PFOS is nearly ten times the new limit. NMB Water’s combined Hazard Index of 2.5 represents the worst aggregate exposure in our dataset (the Hazard Index combines four PFAS compounds; 1.0 is the threshold). Hollywood measured 20 ppt PFOS, five times the new MCL.

The reverse osmosis and nanofiltration utilities tell the opposite story. Jupiter went to RO in 2009 specifically because of PFAS contamination from the former Pratt & Whitney site, and the investment paid off: 2024 testing shows non-detect for PFOS, PFOA, and their cousins. Davie reports the same for its System V Floridan RO plant across all 29 monitored compounds. Seacoast tested twice in 2024 (January and July) at its Hood Road membrane plant and recorded non-detect both times.

The takeaway: if you live in a Biscayne-Aquifer-fed city without point-of-entry reverse osmosis at the utility level, point-of-use RO at your kitchen sink is the most direct way to eliminate PFAS exposure in your drinking water. Did Florida really stop adding fluoride to tap water in 2025?

Yes, partially. Florida Senate Bill 700, signed May 6 2025 and effective July 1 2025, removed the state’s authority to require fluoride and gave each utility discretion. Miami-Dade WASD discontinued fluoridation on June 6 2025. Delray Beach stopped July 1 2025. Most other South Florida utilities still add fluoride at federally recommended levels.

This was not a small change. WASD alone serves more than 2.5 million people across Miami-Dade. After discontinuation, finished-water fluoride in the WASD Main System dropped to a natural background range of 0.1 to 0.3 parts per million, well below the optimal dental health level of 0.7 ppm recommended by the CDC.

Boca Raton residents have lived with non-fluoridated water for decades. The city never added fluoride at its Glades Road plant, a position the city council has reaffirmed repeatedly. Seacoast Utility Authority, which serves Palm Beach Gardens, North Palm Beach, Juno Beach, and Lake Park, has also never practiced fluoridation; natural fluoride in the Seacoast supply runs below 0.2 ppm. Jupiter, Wellington, Hollywood, Fort Lauderdale, and most other South Florida utilities continue to fluoridate as of May 2026.

For families with young children whose pediatric dentists previously relied on water fluoridation, the change requires a deliberate response. Topical fluoride from toothpaste, fluoride varnish at dental visits, and in some cases supplemental drops are the alternatives medical professionals are recommending. How hard is the water across South Florida?

Hardness varies more than any other measure across South Florida. Wellington sits at 5 grains per gallon (soft), Miami-Dade WASD ranges 4 to 5 gpg (slightly hard), Boca Raton runs 14.6 to 18.9 gpg depending on the source well, Delray Beach falls in the 10 to 14 gpg range, and West Palm Beach tops the list at 18.5 grains per gallon (very hard). The driver is treatment method: utilities running nanofiltration or reverse osmosis pre-soften their water, while lime-softened or partially treated supplies stay harder.

Hardness is calcium and magnesium dissolved in water. The U.S. Geological Survey classifies water above 10.5 grains per gallon (180 mg/L) as very hard. At 18.5 grains, West Palm Beach is in the top tier of the very hard category in the United States.

The practical consequences are visible. Hard water leaves white spots on glassware, scale inside dishwashers and ice makers, and a soap-residue feeling in the shower. The Department of Energy notes that scale buildup on a water heater impedes heat transfer and lowers efficiency, which translates directly to higher electricity bills.

Wellington’s softness is unusual for the region and reflects its Floridan-aquifer plus surficial blend running through full softening treatment at the Acme Water Treatment Plant. Jupiter posts similarly low hardness for the same reason: pre-treatment removes the dissolved minerals before they reach your tap.

Chloramine, free chlorine, and the taste difference across South Florida

Twelve of the 14 utilities in this report disinfect with chloramine, a longer-lasting combination of chlorine and ammonia. Two outliers run differently: West Palm Beach uses free chlorine year-round, and Sunrise Utilities switches from chloramine to free chlorine each spring during its annual maintenance burnout. Chloramine is more stable in long distribution lines, which is why most large South Florida utilities prefer it.

Chloramine and free chlorine taste different and behave differently in your plumbing. Free chlorine produces the swimming-pool smell that West Palm Beach residents often notice straight from the tap. Chloramine is more subtle but harder to remove without specialized carbon filtration designed for chloramine specifically.

Sunrise Utilities runs its annual chlorine burnout from April 27 to May 25 in 2026. During those four weeks, the utility switches to free chlorine to flush biofilm from the distribution system. Cooper City, Weston, parts of Davie, and Southwest Ranches all experience the change at the same time. Residents typically report a stronger chlorine smell and taste for the duration.

The chloramine choice also affects lead pipes. The CDC has documented that chloramine can corrode lead service lines differently than free chlorine, releasing lead into drinking water in homes with older plumbing. South Florida has relatively few legacy lead lines, but homes built before 1986 (the federal lead ban) may still have lead components in fixtures and solder.

If you can taste your tap water, a point-of-use drinking water system with chloramine-rated carbon is the fastest fix. For whole-home taste, a shower head filter is the budget-friendly entry point.

TTHM and HAA5: the disinfection byproducts South Florida cities struggle with

When chlorine or chloramine reacts with natural organic matter in source water, it produces total trihalomethanes (TTHM) and haloacetic acids (HAA5), regulated as disinfection byproducts under EPA’s Stage 2 Disinfectants and Disinfection Byproducts Rule. The maximum contaminant level is 80 ppb for TTHM and 60 ppb for HAA5, measured as a running annual average at each monitoring location.

Some South Florida utilities run close to the limit. Hollywood reported a TTHM peak of 111.6 ppb at one monitoring site in 2024, above the 80 ppb MCL at that single point (the annual average across the system stayed compliant at 45.7 ppb). Ocean Ridge, served by Boynton Beach, posted a peak of 149 ppb. Fort Lauderdale ran an LRAA of 52.7 ppb (range 17.3 to 59.9), the highest annual average in our dataset for a non-surface-water utility.

The membrane-treatment utilities sit at the opposite end. Davie’s Floridan RO plant posted a TTHM LRAA of 0.44 ppb in 2025 testing, essentially at the lab detection limit. Seacoast Utility Authority reported 8.2 ppb LRAA (range 3.6 to 11.5 ppb), the lowest among nanofiltration utilities in our dataset. Pompano Beach’s combined membrane and lime softening process produced a clean 27 ppb LRAA.

The pattern is predictable: TTHM peaks in late summer and early fall when water temperatures rise and chlorine reacts more aggressively with organic matter. Surface-water utilities like West Palm Beach have a harder time controlling TTHM than groundwater-fed systems, because raw surface water carries more organic load.

TTHM has been associated in long-term studies with elevated bladder cancer risk and reproductive effects, which is why EPA regulates it tightly. The dose response is at chronic, decades-long exposure levels, so a single high reading is not an emergency. It is a signal that the water is harder to keep clean during certain months.

When South Florida tap water made the news (2024-2026)

Three events in the last two years deserve attention. In February 2024, the City of Pompano Beach detected E. coli in Well #12, which serves Lauderdale-by-the-Sea, Lighthouse Point, Hillsboro Beach, and Sea Ranch Lakes through wholesale supply. The well was taken out of service March 26 2024 and not returned until April 13 2025, a 13-month rehabilitation.

The same month, Fort Lauderdale Public Works issued a Level 1 coliform notification to the Florida Department of Environmental Protection after routine sampling detected total coliform bacteria at multiple sites. The city flushed the affected portion of the distribution system and follow-up samples cleared. Neither event resulted in a boil-water advisory, but both appeared in subsequent CCRs.

The third event is older but still relevant. In May 2021, West Palm Beach issued an advisory after detecting cylindrospermopsin, a cyanotoxin produced by blue-green algae, in finished water. The advisory affected pregnant women, young children, and people with compromised immune systems for several days. WPB’s reliance on Clear Lake surface water makes it more vulnerable to algae events than groundwater-fed utilities.

These events are a reminder of what utilities cannot fully control. Bacterial contamination at the well, distribution-system anomalies, and algae blooms on source reservoirs all happen periodically across the country.
